Safeguarding at LOROS
LOROS places great emphasis on keeping the people that use our services, their families, staff and volunteers safe from preventable harm. LOROS has a strong culture and awareness of safeguarding and is committed to promoting the wellbeing of all adults who use our services, and children and young people who come into contact with LOROS, ensuring that they live a life that is free from harm, abuse and neglect.
We actively support the Six Principles of Safeguarding which are: Protection, Prevention, Partnership, Proportionate Empowerment and Accountability.
Abuse can occur anywhere at any time and can be carried out by anyone, it can be a single act, repeated acts over a period of time, or due to a failure to act (neglect or acts of omission). It can happen to one person, or several people at the same time.
An adult at risk is someone who:
- has needs for care and support (whether or not the local authority is meeting any of those needs);
- is experiencing, or at risk of, abuse or neglect;
- as a result of those care and support needs is unable to protect themselves from either the risk of, or the experience of abuse or neglect.

- Sexual abuse
- Psychological or emotional abuse
- Financial or material abuse
- Modern Slavery

Safeguarding Children and Young People
LOROS recognises its responsibility to safeguard and promote the welfare of children and young people who come into contact with the organisation, its staff and volunteers.
A child or young person at risk is:
- Anyone who has not yet reached their 18th birthday
- is experiencing, or at risk of, abuse or neglect
- Physical abuse
- Emotional abuse
- Sexual abuse
- Domestic violence or abuse
- Online abuse
- Female Genital Mutilation
- Forced Marriage
- Child Trafficking
- Child Sexual Exploitation
Here at LOROS and the Local Policies and Procedures
The professional lead for safeguarding adults and children is our Safeguarding Lead. In addition, LOROS has a qualified Social Worker who can advise and support with any safeguarding concerns.
Safeguarding duties are included within all job descriptions and at all levels. The recruitment process for all staff, volunteers and trustees is robust and follows principles for Safe Recruiting, which include DBS checks, collating and checking references, employment histories and conducting interviews during our Assessment Centres.
The organisation performs to the standards set for training and competency from both Health, the Local Safeguarding Boards (LSCB/LSAB), production of evidence for the Care Quality Commission (CQC) and the Care Commissioning Groups (CCG). All staff, volunteers and trustees undergo safeguarding training relevant to their role and are encouraged to lead by example and challenge practice.
We perform our safeguarding duties in alignment with the policies and procedures by the local Safeguarding Boards for Leicester, Leicestershire and Rutland. The links to these are below:
Prevent is a community safety programme aimed at safeguarding people and communities from the threat of terrorism, to stop people becoming terrorists or supporting terrorism.
Terrorism involves committing violent acts for political, religious or ideological reasons. In the build up to committing these violent acts, people are usually radicalised.
Radicalisation is the action or process of causing someone to adopt radical positions on political or social issues. Terrorist activity can involve the exploitation of children, young adults and vulnerable people, therefore LOROS is committed to responding to safeguarding concerns for people who may be vulnerable to extremist messages; it supports the legal duty, known as the Prevent Duty, to actively engage with all our staff, volunteers, patients, families and stakeholders in exploring and responding to the issues raised by radicalisation and terrorism.
LOROS encourages everyone to raise concerns about individuals who they feel are being groomed or being radicalised or drawn towards fundamentalist beliefs that lead towards oppressive behaviours and / or terrorism.
If you have any concerns or worries
Operating with transparency and commitment, at LOROS we encourage staff, volunteers, stakeholders, patients and families to raise any safeguarding concerns. Your safety and that of all children, young people and vulnerable people are always paramount, and so the needs of those who are vulnerable and at risk of harm are our priority. LOROS will always manage any concerns or incidents both promptly, with safety, compassion and in confidence following the principles for best safeguarding practice.
If you have a concern about an adult, child or young person at risk of abuse or neglect and they are in immediate danger you should contact the relevant emergency services by ringing 999.
If you are concerned about an adult with care and support needs who is known to LOROS (either yourself, a patient or a family member of a patient known to LOROS), you can discuss your concerns with the Safeguarding Lead, the Social Worker, a member of staff you feel comfortable with, any Manager or Doctor, or the Director of Care Services. If you are contacting from outside of the organisation, then please ring the main number on 0116 231 3771 and ask for the person you wish to speak to, and we will advise you of the process to follow or how we can help you.

The non-emergency number for the Police is 101 (but please dial 999 in an emergency).
Whilst visiting LOROS, inviting us to your home, or when visiting one of our shops or events, we always try to ensure that we make you (or someone you care for) feel safe and free from harm. Our staff and volunteers will always do their best to ensure your visit or the provision of care and support goes without incident. However, should you ever feel unsafe or an issue presents itself, please inform an appropriate member of staff as soon as possible, so these are resolved and any appropriate action is taken.
